Hari ini kita mendapat kehormatan kunjungan Perdana Menteri Selandia Baru yang ketiga kalinya. Dan dalam kunjungan ini, beliau akan mengikuti dan menghadiri sejumlah acara penting, termasuk memberikan ceramah di berbagai di perguruan tinggi, bertemu dengan para tokoh, yang semuanya itu untuk meningkatkan kepahaman diantara kedua bangsa Selandia Baru dan Indonesia.

Dear Journalists,
Today we have the honor of receiving the visit of Prime Minister Helen Clark who is visiting Indonesia for the third time now. And in this visit, she will conduct number of the important activities including attending important events giving speeches at the universities in Indonesia and meeting a number of key national figures inforce of enhancing mutual understanding between the people of Indonesia and New Zealand.</i>

Kami juga baru saja melaksanakan pertemuan bilateral yang sangat produktif dan konstruktif, baik yang menyangkut peningkatan kerjasama bilateral maupun kebersamaan kita dalam forum-forum regional dan multilateral.

<i>We also just held a very productive and constructive bilateral meeting where we discussed ways to enhance our bilateral partnership but also way to enhance our cooperation on number of regional and international multilateral issues.</i>

Menyangkut kerjasama bilateral, sebagaimana kita ketahui bersama, bahwa hubungan antara Indonesia dan Selandia Baru berjalan baik dan terus berkembang dari masa ke masa. Kami bersepakat untuk terus meningkatkan kerjasama dan kemitraan ini di waktu yang akan datang.

<i>On our bilateral cooperation, we agreed that the relation between our countries is very good and it continues to progress and we are commited to continually improve and strengthen this relationship.</i>

Di bidang perdagangan, pertumbuhannya cukup signifikan, 5 tahun terakhir rata-rata tiap tahun tumbuh 23% perdagangan kita dan tahun 2006 mencatat angka 654 juta dolar Amerika Serikat. Dan kita ketahui, bahwa Indonesia adalah tujuan ekspor terbesar untuk Asia Tenggara dan impor kita nomor empat dari negara di kawasan ini.

<i>On trade, the growth has been significant in the last 5 years, it has grown about 23%, in 2006 our trade volume reach 654 US million dollars. And we know that Indonesia is the largest export destination for New Zealand in South East Asia and for import, we rank number 4. </i>

Di bidang investasi sedikit mengalami penurunan, baik Perdana Menteri Helen Clark dan saya berkomitmen untuk mendorong kalangan swasta untuk lebih ditingkatkannya lagi investasi diantara kedua negara. Saya sampaikan kepada beliau, bahwa iklim investasi dan iklim bisnis di Indonesia semakin baik, semakin kondusif untuk kerjasama di bidang investasi ini.

<i>On investment there is slight decline in the numbers and Prime Minister Helen Clark and I are committed to push our private sectors to do more to enhance our investment relations. And on great occasion of our bilateral talks, I informed the Prime Minister of the ways that we have done to improve the investment climate and also the investment law has just been signed. </i>

Di bidang ketenagakerjaan, saya mengucapkan terima kasih kepada Pemerintah Selandia Baru dimana tenaga kerja kita yang ada di Selandia Baru juga mendapatkan peluang, mendapatkan kesempatan untuk bekerja di sektor pertanian atau perkebunan. Ini menunjukan, bahwa kerjasama di bidang ketenagakerjaan ini makin tumbuh dengan baik.

<i>On labour, I expressed our thanks to the Prime Minister because the Indonesians who are living in New Zealand might also receive opportunities to work in New Zealand in agricultural sector and I encourage more Indonesians to take advantage with this. </i>

Di bidang pendidikan, kerjasama bilateral juga berjalan dengan baik. Selandia baru terus memberikan beasiswa kepada mahasiswa kita, terutama di bidang <i>post graduate education</i>, kita pun juga memberikan beasiswa untuk itu. Dan saya mengucapkan terima kasih kepada Perdana Menteri Selandia Baru yang juga terus membantu yang disebut dengan <i>the creative learning community for children</i>, terutama di Indonesia bagian Timur. Satu program yang dilaksanakan secara bersama dengan UNESCO, UNICEF dan juga Departemen Pendidikan Nasional kita.

<i>On education, there is also a very good cooperation. I expressed thanks for the scholarship that has been giving to Indonesians especially at the post graduate level we are also providing some scholarships to New Zealanders and I also thanks, expressed thanks for the assistance and cooperation given on the creative learning community project for children which also involve UNESCO and UNICEF working closely with our Departemen of Education.</i>

Di bidang imigrasi, kita juga terus melanjutkan kerjasama kita. Saudara tahu, tadi baru ditandatangani sebuah dokumen yang berjudul <i>“The Arrangement Concerning Cooperation on Migration and Border Control Management”</i>. Dengan harapan, dengan adanya dokumen ini, kerjasama kita makin efektif dan makin konkret di lapangan.

On immigration, we are also having enhance cooperation as we have just witnessed which was signed the document on Arrangement Concerning Cooperation on Migration and Border Control Management. And I hope this cooperation will come more effective and substantive between us. </i>

Di bidang pertahanan dan kerjasama Kepolisian, kami bersetuju untuk kembali menghidupkan kerjasama di bidang pertahanan, tentu dilaksanakan secara bertahap, yang penting kami setuju untuk bisa <i>sustainable</i>, berlanjut kerjasama kita ini. Dan menyangkut kerjasama di bidang Kepolisian, kita memiliki tingkat kerjasama yang baik, terutama di dalam menghadapi kejahatan trans nasional maupun kejahatan terorisme.

<i>We also discussed cooperation on defence and police cooperation with regard on guard cooperation in defence we agreed to enhance this gradually in the way there is sustainable and in regard to police cooperation, we also have increasing cooperation especially in fight against transnational crime and terrorism.</i>

Pada tingkat kerjasama di kawasan, kerjasama regional maupun multilateral, kita bersepakat untuk terus memelihara kerjasama. Dalam kaitan ini, saya menyampaikan penghargaan kepada Perdana Menteri Selandia Baru, karena komitmen dan peran aktifnya di dalam ikut menjembatani yang disebut dengan <i>inter-faith dialogue, inter-civilazation dialogue</i> yang juga baru-baru ini diselenggarakan dengan sukses di Selandia Baru. Ini penting untuk kita tingkatkan kerjasama di bidang ini, sekali lagi untuk menghilangkan kesalahan persepsi, kesalahan pengertian diantara bangsa-bangsa yang berbeda agama maupun peradabannya.

<i>On with regard to regional affairs, we also will increase our cooperation and on in this regard, I would like to express my appreciation for the commitment and active role of New Zealand especially on the issue of inter-faith and inter-civilazation dialogue which was recently held in New Zealand. This is a very important cooperation and activity especially in the context of avoiding misperception and misunderstanding among nation of difference culture and religion.</i>

Dalam rangka mempertahankan situasi dunia yang damai, kami juga ingin bekerja sama seerat-eratnya di dalam menegakkan rezim <i>non proliferation treaty</i> di bidang nuklir. Karena kita mencemaskan kalau senjata nuklir ini berkembang, karena negara-negara pemilik senjata nuklir nampaknya ada kecenderungan untuk memodernisasi arsenalnya. Demikian juga, banyak negara yang punya keinginan untuk mengembangkan senjata nuklir. Oleh karena itulah, kita harus sukses di dalam <i>disarmament</i> dan <i>non proliferation</i> dari nuklir ini.

<i>In the context of strengthening world peace, we also discussed and agreed on the need to strengthen the non proliferation treaty particularly concern about the trend where nuclear states are modernizing the Arsenals and there are some states who are trying to aquaire nuclear weapons. And in this regard, we stress the important of this nuclear disarmament and strengthening non proliferation.</i>

Kerjasama di bidang <i>climate change</i> juga kami bahas tadi. Yang jelas, Indonesia sangat serius untuk ikut menangani permasalahan <i>climate change</i> ini sebaik-baiknya, termasuk upaya sungguh-sungguh negeri kita, Indonesia untuk mengelola hutan kita sebaik-baiknya. Dengan harapan, terjadi komitmen global dan aksi global untuk bersama-sama menyelamatkan bumi ini. Dan saya sampaikan kepada Perdana Menteri Selandia Baru, Indonesia akan menjadi tuan rumah pada bulan Desember yang akan datang, <i>UN Conference on Climate Change</i> dan saya mengajak beliau, mengajak Selandia Baru untuk bersama-sama menyukseskan konferensi tersebut.

<i>On the issue of climate change, Indonesia is very serious on this issue and I expressed this to Prime Minister and we will do our best to manage our forests in the best way possible. And I stress the need, we agreed on the need for global commitment and global action to save our planet. I invited New Zealand to take part of course in the UN Conference of Climate Change that would be held in Bali and we look forward to New Zealand constructive contribution to that, to the success of the conference.</i>

Isu regional terakhir, kami ingin bersama-sama menjalin kerjasama dalam kaitan East Asia Summit maupun APEC, karena banyak yang bisa kita lakukan dalam forum itu, tentu untuk membangun kawasan yang <i>stable, peaceful</i> dan yang <i>prosperous</i> tentunya, yang sama-sama kita mendapatkan manfaatnya. Dan tadi saya juga menyampaikan, bahwa hubungan dan kerjasama Indonesia dan Timor Leste berkembang dengan baik dan kedua Pemerintah sepakat untuk terus melanjutkan hubungan baik ini di waktu yang akan datang. Itulah Saudara-saudara yang kami bahas tadi dengan Perdana Menteri Selandia Baru.

<i>The last issue, I would like to share with is on the our cooperation in region particularly with regard to EAS, East Asia Summit and APEC and we agreed to enhance our cooperation to attain for the interest of the stable, peaceful and prosperous region which would be beneficial to our members of two regions. I also expressed a brief the Prime Minister on Indonesia relationship with Timor Leste which is going steadly and we expressed to the Prime Minister our intention to continually improve our relation with Timor Leste. So, these are the points that we discussed today. And I’ll give the floor to the Prime Minister.</i>

<b>Perdana Menteri Selandia Baru</b>
<i>Thank you Mr. President. And thank you for providing a full summary of the arrangement very which we’ve discussed today. I’ve come to Indonesia for the third time as Prime Minister. Knowing that relationship has a lot of momentum and is heading in the right direction and also coming to ensure that we can build on of the many things we’re now doing together. Of fundamental importants in the step up in our relationship has been Indonesia’s transition to democracy. And we have been finding now on so many issues internationally and regionally, we are approaching them from the bases and see the deadlock and that’s very very important to us.

The relationship is a wide ranging one capacity economic and trade, to people to people, police cooperation which is developing very very strongly some migration relationship and the endless tremendous interaction at regional and international level on a lot of issues.

On trade, I believe that we need to uptight the perception of both New Zealand and Indonesian business about the stage of each other economies where probably both in something a timework in the way which we see each other. In from New Zealand point of view, we are rebranding as very sophisticated first wheel economy offering goods and services of high value and quality many words I’ve concerable assistance to Indonesia on its development part.

We have had rapidly growing trade between us and even in the last year, the growth is quite phenomenal. New Zealand’s export dropped about 32% and I am import to Indonesia up around 25%. Indonesia is now at 9 biggest markets for the export of goods in the world. So it’s very very significant to us. But the trade profile, fundamentally hasn’t changed in the around 20 years and that’s why I say, we need to understand more about each other modern economies and carry business sectors to develop the relationship further. Of the considerable significant on this respect is what I hope would be the successful conclusion of the free trade agreement negotiation between ASEAN, New Zealand and Australia which is sit to be completed by the end of this year.

New Zealand has been in the emphasized in the of the negotiation. However I conclude, We know that we are going to play a role and bringing our economy close together and we have also respond the talk that we had today to suggest that from Indonesia that we should look at developing a trade and investment facilitation agreement, TIFA between our two countries as platform for doing more together.

Should be noticed that New Zealand is very active on negotiation free trade agreements, we do have them in ASEAN with Singapore, Thailand and Brunei. We have been negotiating with Malaysia and we’re also negotiating with China. In the expection, that would be possible for us to be first western country to complete an AFTA first economy.

Only the police cooperation, it has become very subtancial and this reflected the agreement that we’ve signed today on money laundering. The MOU, the Memorendum of Understanding between us goes back to 2004 and a lot of things happen under head of agreement and New Zealand has been providing some important to development of community of policing in Indonesia which shortly the host of visit from 40 women police officers to New Zealand from Indonesia, we look forward to that. And we support other project which is can use to good policing here.

On migration, today we signed the formal agreement on migration and border control. And I would like to say, we have had excellent relation with Indonesia on these issues, we see illegal migration often link to other province over egality in the region and the agreement of the migration very much pararel, so over the workout police has been doing.

We also acknowledge that Indonesian workers have been playing the role on our seasonal industries. We have very loyal unemployement in New Zealand what of the law is right as we wish in the world. And we do reach out to our region for seasonal and hospitality workers. And Indonesia has by the role in that to our mutual benefit. We’ve also indicated to day in respon to suggestion from Indonesia that we are preparing to look at the possibility of the establishing working holiday scheme between our two countries which is another way building people to people links.

Of people to people links, there are many many things happen, too many to go into the first conference of this nature. The most profounding, it might you of those that our establishes by the exchange of students, we are encouraging our universities to establish border and stronger links. Over years thousands of young Indonesians to come to New Zealand to study and that have been the bases of the key that we can see here in Indonesia. And work to improve good relation between us.

In term of international cooperation and dialogue, we appreciate the role Indonesia has played and encouraging contact dialogue, networking cross civilization and fights and there is complex multicultural society are showed, we believe we have a role contribution to make them respect, we have hostage major regional conference recently around these themes and these conferences have been well supported by Indonesia including by the decending of a former foreign Minister, Ali Alatas to work in the few weeks ago. So, we are very grateful for the interest support, we’ve had few roles, we carrying in this dialogue.

We interact constantly through New Zealand relationship with ASEAN, through APEC, through now The East Asia Summit and we have very good cooperation on these heading are those like technology interest Indonesia is taking in a way about global warming and climate goes. The conference in the governmental climate change conference which in Indonesia will host to the end of this year is very very important in part way what happens beyond the expire the first commitment period in Kyoto in 2012. I believe that the world community has to directed intension to the issues around the maintenance of the rainforest which Indonesia has a particularly interested and we look forward to contributing that debate.

New Zealand is extremely act at home and working to make it economy and society and more sustainable with big initative on renewable energy, public transport, biofuels, energy efficiency, add forest station and reforest station sustainable land management. We take these a number of reason which we can contribute these into debate and to dialogue with Indonesia.

Over separate the President about the issues on the specific present time which is noticed peaceful as strightly which is we think that Indonesia is the dialogue partner over the pacific island forum. And we know there we will contact again after the forum in October.

Finally on the last two issues, on East Timor, we appreciate the very solid role that Indonesia has been playing throughout this crisis of the past year more in Timor Leste. We know that the electrial process is completely now. We encourage by the prospect to the unity government there which give East Timor first start which is badly their needed.

Which respect to the nuclear disarmament issues and non proliferation treaty, again, we pretty much both mind of us of the Iraq concern about proliferation, non proliferation, modernization of Arsenal. This is issue need to be doubt through the diplomacy. And it has been intens diplomacy around about these issues of the North Korean, UK program and also the Uranium UK program. And I believe in the end that the diplomacy is only way to solve this issue is true.

<i>My name is Ahmad Fathony from Reuters News Agency. After last month election, it is not still clear what sort of government will look like in East Timor. What is your view on that, do you share Mr. President’s concern that some countries are pursuing nuclear weapon while other countries who posses nuclear weapon are trying to modernize to renew to modernize their Arsenal? How grave is that concern now and maybe you can share with us?

<i>I believe that East Timor has been through profound politically and leadership crisis. And the last thing New Zealand expected last year was to be invited again to go and play role in restroring security and a lot of order in East Timor. But we are there and we still there and we hope that other, these two round of election for the presidency and now the parliament, they would be the bases of more injuring political sidewalk because of that political stability is very difficult to develop. And East Timor remains one of the poorest at least developed countries on earth and desperately need that stability. So we hope the new leader elected will find the wisdom with themselves to ensure that East Timor is better government and can then preserve what its development. So they needed by its people.

On the issue of nuclear weapons, New Zealand is probably value country in the world which is going to be extanded passing next an active power which declares to be neglected free. So it is based on considerable what passion and we have a long term aspiration for nuclear weapon free world and we post proliferation and count proliferation but we know whether anyone solve this issue out is through diplomacy it looks like diplomacy which respect to North Korean is getting result we hope diplomacy with to run, we get result. Then we call on the run to the transparent of the international atomic energy agency to get those results. Which respect to those who under the nuclear non proliferation treaty, I acknowledge this nuclear weapons stage obviously I have time the world community would like to see those Arsenals, not upgraded but actually in diminished.

And I thankful all of us who committed to nuclear disarmament that longer term goal we have a role to play in urging the nuclear weapons stage to take concrete step to world that in. That was the agreement of the previous nuclear non proliferation treaty review conference. But unfortunately the nuclear disarmament agenda has structed little down in the international agenda in the recent years.</i>
