Bismillahirrahmanirrahim,

Yang Mulia Bapak Perdana Menteri Australia,
Para Wartawan yang saya cintai,
Hari ini Indonesia mendapat kunjungan resmi Perdana Menteri Australia, Yang Mulia Kevin Rudd. Dan sesungguhnya ini merupakan pertemuan saya dengan Beliau, ulangi pertemuan kedua saya dengan Beliau, setelah kami bertemu di Bali pada saat menghadiri Konferensi PBB tentang climate change.

Memenuhi undangan saya, Beliau berkunjung kali ini dan kami telah melaksanakan pertemuan bilateral dalam suasana yang baik dan menghasilkan sejumlah kesepakatan-kesepakatan untuk melanjutkan kerjasama kedua negara yang sekarang ini berjalan baik, kuat, dan terus berkembang.

Saudara-saudara,
Di antara isu bilateral yang kami bahas menyangkut kerjasama di bidang ekonomi, khususnya perdagangan dan investasi. Hubungan perdagangan dan investasi dari tahun ke tahun berkembang dengan pertumbuhan untuk perdagangan 14% rata-rata per tahunnya. Dan kita berharap, baik trade maupun investment ini dapat terus kita tingkatkan di waktu yang akan datang.

Saya sampaikan kepada Bapak Perdana Menteri Australia, bahwa foreign direct investment di Indonesia juga berkembang pesat. Tahun lalu naik 73% dan kami mengundang kerjasama yang lebih luas lagi dengan partner kami dari Australia.

Kami juga membahas kerjasama di bidang mengatasi climate change dan secara konkret, sebagaimana tadi Saudara saksikan, kami telah menandatangani Australia-Indonesia Forest Carbon Partnership yang merupakan contoh nyata kerjasama kedua negara untuk mengatasi climate change, utamanya di sektor atau di bidang kehutanan.

Di bidang pendidikan, kami sepakat untuk terus meningkatkan kerjasama ini, memberi kesempatan kepada pelajar dan mahasiswa kedua negara untuk saling belajar di negara lain, sekaligus memperkuat people to people contact yang menjadi tujuan dari kerjasama bilateral kami.

Saya sampaikan kepada Perdana Menteri Australia bahwa tahun ini Indonesia akan mengirim 320 mahasiswa untuk mengikuti Program Master Degree dan Doctoral Degree di Australia.

Kami juga membahas masalah kerjasama bidang kepariwisataan. Saya sampaikan kepada Beliau bahwa wisatawan Australia yang datang ke Indonesia juga tetap banyak jumlahnya, tahun lalu bahkan meningkat 35%. Harapan kami, kerjasama ini terus dapat dipertahankan.

Kami juga membahas kerjasama di bidang pertahanan dan keamanan, menyangkut kerjasama Kepolisian kedua negara, kerjasama melawan terorisme maupun kerjasama di bidang militer, seperti pendidikan, latihan, saling kunjung antar perwira dan sebagainya.

Kemudian sebagai sesama negara demokrasi, kami juga akan terus melakukan kerjasama untuk membahas bagaimana demokrasi bisa berkembang secara sehat di kawasan ini. Dan saya mengajak Perdana Menteri Australia untuk menjadi Co-Chairman bagi ”Bali Democracy Forum” yang insya Allah akan kita dilaksanakan di waktu pada tahun 2008 ini.

Saya menyambut baik dan mendukung ide Perdana Menteri Australia untuk terus memperkuat interfaith dialogue, intercivilizational dialogue, agar betul-betul terjadi harmony among civilization pada, baik tingkat kawasan maupun tingkat dunia. Saya dukung ide Beliau untuk memperkuat dialog dan kerjasama di bidang itu.

Saya mengucapkan terima kasih kepada Perdana Menteri Australia dalam pertemuan ini juga, atas segala bantuan yang diberikan kepada Indonesia, baik dalam bentuk official development aid maupun juga bantuan-bantuan ketika Indonesia mengalami musibah tsunami dan gempa bumi. Dan besok Perdana Menteri Australia akan berkunjung ke Aceh. Saya berharap bisa menyaksikan sendiri proses rekonstruksi dan rehabilitasi Aceh pasca tsunami.

Terakhir kami juga membahas bersama Beliau tentang perlunya kerjasama regional, kerjasama bilateral untuk bersama-sama mengatasi permasalahan global sekarang ini, yaitu food crisis dan energy crisis, agar tidak memberikan beban yang berlebihan kepada negara-negara, utamanya negara berkembang.

Demikianlah yang dapat saya sampaikan dari pihak saya, Indonesia. Dan kita akan mendengar langsung dari Yang Mulia Bapak Perdana Menteri Australia tentang apa saja yang akan kita lakukan untuk lebih memperkuat hubungan bilateral Indonesia-Australia.

Terima kasih Bapak Presiden.
It’s good to be back in Jakarta. I always feel satisfy and I welcome guest in this country in this my first visit to the capital of Indonesia Republic as Prime Minister of Australia.

It is an important relationship for both countries, Australia and Indonesia, a neigbours to be a geographical circumstance. But we are friends to act a national choice and this is very good friendship, a very strong friendship, not just between each other but also the new face of cooperation now between Indonesia and Australia in a council of the world.

Today, the President and my self discussed our proposal to continue, to expand our security cooperation in the framework of Lombok Treaty. On practically the cooperation we discussed without proposal to take a joint proposal in the next the meeting of APEC on cooperation on counter disaster organization and management here in Asia Pacific region.

Indonesia has experienced to tsunami, the people of burner, the terrible impact of such crimes, the people of western China the earthquake, mysterious event. We don’t know where national disaster where hit next. But between us, we believe we can take good and strong proposal consistent with the member we had received from APEC to do so when APEC next meeting in Lima in the end of the year. Good for people of the region, good for the country of the region, good also for Australia-Indonesia to be working together on such practical project.

Second, only area about economic cooperation has a strong relationship between us and getting stronger. And again His Excellency the President and my self agree there are piece of good works which we created to bring successful conclusion to the foreign free trade negotiation between Australia, New Zealand and Arabian. I thank Indonesia to that active participation in that process.

President and I also discussed bilateral and regional cooperation, and global cooperation on climate change, the great economic, environmental and more challenges of our generation. We had as you have just seen our signed together the Australian-Indonesia Carbon Forest Partnership. This is important for the future. It’s important because if you look at the impact of length part on global warming, the population that we have seen, say that contributes 20% to the global challenge on carbon emissions.

What we’ve agreed today, it’s a practical program between two countries to make this better. Firstly, at the populity level here in Jakarta, to the effect called together. Secondly, through the important work of taking accomplisment and management through the national common counting scheme or any tasks which in Australia has developed. And I am working for Papua New Guinea on it presence. And thirdly to demonstration project in Indonesia involving carbon credit.

This is the practical project. It is one we discuss together in Bali 6 months ago. It is one we had signed together today here in Jakarta. And one we had to do on team, the protocol will be put together when G8 cooperate meeting on climate change in Hokkaido in Japan in a few weeks time.

We also discuss our regional cooperation on our problems and I thank Indonesia for its support Australia inclusion some years ago increase on summit. We also discussed how Australia-Indonesia could work together in development for our regions future architechture and our visual support for working with each other on this project including the discussion of our proposal for our specific community by 2020.

But there is unsolved that is already a great cultural corporation on security matters, on poltical matters, on economic matters and on circum matters and many respects of cultural corporation made to be taken more broadly across the brigde of the Asia Pacific region.

I thank to President for his support for our proposal for international commission to discuss non proliferation and disarmament. This is the challenge for our country to the world and we walk on any form of Indonesian participations in that commission which would be coached by the Former Australian Prime Minister, Mr. Allan.

Bilaterally, we also talked about education and the number of stock. There are some 60 thousand Indonesian students countly studying in Australia. There are some 50 Australian student’s countly studying in Indonesia. That is not good enough, we need to do better and we intend to do better. We countly have many-many young Australian studying Indonesian language in our school other than 77 thousand often, we intend doing to increase that number. But the challenge lies in generating the study of Indonesian language and studies more broadly Australia universities system. And we’ll be working with the universities in Australia on that. I thank very much to President to take that decision concerning the extension of high degree scholarship to Indonesian student to study in Australia.

Finally, we also discuss the great challenge that we face with the democracy and future interfaith dialogue. I thank you very much to President for his kind invitation to Co-Chair the Bali Conference on Democracy. It is an honour not to exchange the invitation to me. And I accept it grabb.

Beyond that, we discussed it some length where we talked our existing in interfaith dialogue between our two countries and extend more broadly across the world. You see there is places in the world that manage sometimes called the academic literature, Huntington phrases about the creatures of civilization. Bapak Presiden and my self tend to agree with the Huntington phrases. Bapak Presiden and my self had different views and we intend to work together on those different views. There is nothing in debatable about the clash of civilization in fact there are huge commonality between us, between to do long. And interfaith dialogue between our country and more broadly across the globe in the area where two countries has further to stay in among ahead.


Bapak Presiden, thanks you so much for the kindness and hospitality in receiving my self and my wife, Therese here in Jakarta today. You’re welcome that you have received and time we are able to spend here in Indonesia Republic.

Indonesia is such an extraordinary international success journey. A way of democracy and it’s 10 years after reformation, economic generating strong economic growth, a great culture, domestic tolerance within its society And Indonesia now increasingly uphold leadership through the world and to the council of this region on climate change and beyond.

It is an honour to be here. Mr. Presiden, other forward your visiting in Australia when you able to make the time available to do so. Thank you very much.

I’m Sally Piri from Jurnal Nasional. Question for Prime Minister, Authority Ahmadiyah is a bit concern in Indonesia, of the spoke person are lately said that they were asking for political asylum to Australia. Do you have comment on that?

The Ahmadiyah, one of the organizations here in Indonesia, Ahmadiyah, is they look for political asylum to Australia. Do have comment on that?

Firstly, I am not familiar with circumstances for these particular matters. More boardly, can I say here in Indonesia we had not just avoid the democracy but I think a great condition respecting the citizen of Indonesian as human right.

Of course based on our country by our international laws, international humanitarian law, and by international refugee law, we’re always be mind for our obligation under that treaties on that question. And the difficulty and sensitivity matters in the past that Indonesia and Australia has worked well together. I am sure we were worked together well on any such challenges into the future as well.

Thank you, President Yudhoyono and the Prime Minister Rudd. President Yudhoyono, the Australian travel warning speak up very high threat of terrorist attacked in Bali and in in other parts of Indonesia. Do you accept the destructively describe situation? And would you like to see Australia for the example to the United States and leave its travel warning?

And to Prime Minister Rudd, do you accept that the threat containing travel warning in fact of you presence today? And do believe that Australia might be should probably not?

Saya akan menjawab dulu. Kita mengerti pernah ada kejadian di Bali pada tahun 2002 dan pada tahun 2005, yang mengakibatkan korban jiwa, termasuk saudara-saudara kami dari Australia.

Sejak itu, Indonesia dan Australia bersepakat, kita tidak boleh kalah dengan terorisme, kita bekerja sama untuk membawa yang bersalah ke pengadilan, dan kemudian kerjasama untuk mencegah terjadinya terorisme lagi.

Kerjasama Indonesia dan Australia, salah satu kerjasama yang sangat berhasil untuk membawa pelaku-pelaku kejahatan terorisme ke tingkat pengadilan.

Sejak itu, Indonesia sesuai dengan kewajiban kami, terus memperbaiki, terus menormalkan situasi, baik di Bali maupun di tempat-tempat yang lain, agar semua kegiatan ekonomi, sosial, politik, termasuk pariwisata bisa berjalan normal seperti biasanya.

Alhamdulillah, situasi di Bali dan di tempat-tempat lain sekarang ini jauh lebih baik dan pada prinsipnya telah kembali normal.

Tentunya menyangkut kebijakan Australia yang berkaitan dengan travel warning, saya pahami sebagai kebijakan untuk melindungi warga negaranya. Tetapi saya juga menyampaikan dengan terbuka, bahwa keadaan di Indonesia sudah baik, normal, dan boleh kembali.

Wisatawan Australia di Bali jumlahnya sangat besar, tahun lalu naik 37%. Saya berharap keadaan ini bertambah baik di waktu yang akan datang.

Thank you very much, Mr. President, I response for the question which been asking first. I firstly, I think we need to understand the history which of course the action of the prisoner to be headline, terrorist attack in 2002, 2005 as well as that Australian to be here in Jakarta. This had significant impact on the lot number of Australian families and therefore we’re in Australia, we’re always be sensitive to their experience.

Second point is that in Australia we had independent body called the National Threat Assessment Center. The National Threat Assessment Center which is in time conclusion on each matters and having reach the conclusion in fact in the content on advisoring. And that had a process recovery in the past and would be into the future.

The everything I would say is to rainforce what the President decided. We can’t leave the cooperation between the Indonesian security forces, the Australian security forces in giving the terrorist challenge it is extraordinary crimes. But from the Australian Federal Police and other agencies including immigrations, it is very-very good.

And then I would thank to Mr. President for extenuate at cooperation that is able to continue into future because that is so important to us as well. Officely, this matter involved sensitivity. I understand that, we all understand that. This is difficult challenges. And we have of course some disagreements among friends on this. But from the Australia point of view, we require that our system to response provided by International Assessment Threat Center. Indonesia and our future security cooperation, I am sure the strength and strength as we continue on the our common resolve to do that common enemy which is terrorism.
